Costa Rica, officially the Republic of Costa Rica ( Costa Rica or República de Costa Rica), is a republic in Central America, bordered by Nicaragua to the north, Panama to the east-southeast, the Pacific Ocean to the west and south, and the Caribbean Sea to the east. Costa Rica was the first country in the world to constitutionally abolish its army. It´s is a Latin American country.
So, if it is a Republic (country) it can not be a U.S. territory, because it´s an independent state with their own Flag, President, legislative power, Constitution and 4 million people.
The name of the actual President is Dr. Oscar Arias Sánchez (2006-2010).
